That would depend on the vehicle the light is being mounted on to. This is used on some trucks, but is not used on all trucks. The current F-150 use this kit to mount a light with a "PL" length shaft on passenger side. It is also used on the current Ram 1500 with a spotlight with a "CL" length shaft.

This is the correct installation kit for driver side of a 2009 Toyota Tacoma. It is sometimes driver side and sometimes passenger side kit depending on vehicle but for the 2009 Tacoma it is the driver side kit. 189 installation kit is passenger side kit for Tacoma and they should be used to mount a spotlight with an O length shaft.
